A TOOL FOR TRADE FACILITATION IN ECOWAS

The Regional Trade Facilitation Index provides access to trade information portals on clearance and pre-clearance procedures and formalities for the most traded goods in and out the ECOWAS.

For now, the Regional Trade Facilitation Index is linked with national trade portals in Benin, Burkina Faso, Mali and Nigeria. Each Trade Portal is a step-by-step guide to trade-related procedures. At each step, the trade portal describes where to go, who to see, what documents to bring, what forms to fill, what costs to pay, what law justifies the step and where to complain to in case of a problem.

The Regional Index is also a trade facilitation tool to support ECOWAS member states, namely their respective National Trade Facilitation Committees (NTFCs), to track their progress towards full compliance with the WTO Trade Facilitation Agreement which came into force on 22 February 2017.

MEASURE AND COMPARE TRADE PROCEDURES

A trade procedure dashboard enables to measure and compare the administrative burden of ECOWAS Member states’ trade procedures (clearance, licences and others) for a core set of common and strategic goods.

Administrative complexity is measured in real time, in terms of numbers of required steps and documents, costs, timeframe and duration to export, import or transit a commodity in and out of the region. The platform allows ECOWAS member states to track their progress towards concrete goals set at regional and national levels.

The Portal also ambitions to become a regional trade facilitation knowledge center for institutions interested in simplifying their procedures. They will soon be able to access resources such as simplification guides, case studies and a catalogue of best practices.
